Does anyone know if there's a blow off plate available for the Giulia 2.0? I've been looking everywhere with no luck!
No, because the Giulia's diverter valve isn't connected directly to the turbo, thus it has a hose that runs back to the intake. You can disconnect this hose to get the whoosh sound if desired. (obviously you then have to plug the exposed hole in the intake system.) There is a thread about this somewhere.

Snap! I was hoping to get that whoosh sound with out getting a cold air intake just yet. I wanted wait for some used one to hit the market, at the moment they're very overpriced.

You simply don't need to get an intake if all you want is the whoosh sound. Disconnecting that hose and correctly plugging the hole where it's connected to the intake will give you the sound.
